Job Advert – Independent Chair Sefton Safeguarding Adults Partnership Board   

As Independent Chair of the Sefton Safeguarding Adults Partnership Board (SSAPB), your knowledge and experience of working within services responsible for safeguarding adults will be invaluable and you will command the respect and engagement of the Partnership in completion of the three core SAB duties-

  • develop and publish a three year Strategic Plan setting out the objectives and how Members and Partners will work together to achieve,
  • publish an Annual Report detailing the effectiveness of the Partnership and
  • commission a Safeguarding Adult Review where circumstances of individual cases meet s44 criteria.

Working across the Borough you will have the ability to effectively align strategic agendas. You will be required to demonstrate extensive experience of chairing and leading strategic partnerships and you will work closely with the three strategic lead agencies, where adult safeguarding is paramount in their work and staff within the Business Unit of the Partnership.  The Business Unit currently consists of three staff, Business Manager, Development Officer and part time Communications Officer with the potential for further recruitment for a part time Business Support Officer and a Learning Officer in development.  Formal Board meetings are conducted quarterly, in person, generally in the south of the Borough at Bootle Town Hall.

The successful applicant will demonstrate excellent leadership skills and the ability to communicate effectively to a wide range of audiences and to form strategic relationships across all partner organisations. You will communicate well in a range of settings including public meetings and clearly demonstrate confidence in engagement with Senior Managers across a range of organisations. You must be able to offer an independent voice, representing the views of all Partners whilst retaining the ability to challenge and seek assurance regarding improvement and effectiveness.

This is a challenging but rewarding role, a chance to work at a strategic level with a wide range of multi-agency partners and professionals across Sefton. Engaging and strengthening working relationships and communications with other partnerships and boards in Sefton is considered a priority.  You will be a driving force in co-ordination of priorities and inter-dependencies between Boards, with particular focus on the Domestic Abuse Partnership, Childrens Partnership and Safer Sefton Together Partnership Boards. You will be pivotal in overseeing the progress of the subgroups of the Partnership.  Sefton is a member of Merseyside Safeguarding Adults Review Group and the Partnership also has three multi- agency subgroups, chaired by Board Members:

  • Listen and Learn,
  • Prevention and Promotion and
  • Assurance and Advancement.

You will hold an academic and/or professional qualification in social care, health or policing/criminal justice or have equivalent relevant experience and be educated to degree level.  You will be self-motivated and accomplished in supporting a range of partners in senior roles.

You will also be able to demonstrate the ability to engage with and motivate stakeholders, partner agencies and communities to promote the individual’s right to live in safety, free from abuse and neglect.

This role would suit an ex-DASS or an individual with senior management experience within a social care or health setting. 

It is anticipated that this role will require up to a maximum of 20 days per annum. The specific commitment required will be agreed as part of the appointment process and is open to negotiation. The daily rate will be negotiable. The appointed person would, as an office holder, be registered on the Council payroll. The arrangement would be for an initial period of 2 years with an annually renewable contract subject to six months’ notice by either party.
